A man was photographed fondling the breasts of a woman while driving on a highway in China.
The image - captured by a traffic enforcement camera - was supposed to be confidential, but was leaked to the Internet in late August.
Police of Sichuan province have denied their involvement in the incident.
After months of investigation, police arrested two men allegedly responsible for leaking the image.
The suspects - surnamed Yu and Li - were technicians of a computer company, appointed to repair the computers of the police force.
Yu was the first to see the image while repairing a terminal on Aug 3. He copied it into his thumb drive.
On Aug 20, he lent the thumb drive to his colleague Li, who subsequently discovered the image and uploaded it onto the Internet.
The police force have cut off their business deals with the computer firm.
